To effectively communicate the power sector's contributions to sustainable development and promote exemplary practices of power companies, the China Electricity Council (CEC), in collaboration with China Sustainability Tribune, launched the 2025 "Golden Key · Power Sector Special" campaign, calling for SDG solutions from electricity companies.

The 2025 "Golden Key · Power Sector Special" features four tracks: Rural Vitalization, Climate Action, Global Responsibility, and Innovative Transformation. Following preliminary evaluations, 80 solutions have been included into the roadshow round of the campaign. To further amplify the impact of these outstanding initiatives and guide all sectors of society in understanding, recognizing, and supporting the power sector, we here present the shortlisted entries to promote and highlight the exemplary practices.

Innovative solutions focused on promoting the transformation and development of distinctive rural industries, extending industrial chains, enhancing value chains, and empowering the modernization of agriculture and rural areas.

A01 Building a Model Industry for Rural Prosperity and Income Growth — Exploring Whole-Industrial-Chain Development of Black Sheep to Support Butuo County’s Bottom-Line Assistance

(Sichuan Power Generation Co., Ltd. of China Energy Investment Corporation Co., Ltd.)

Addressing three major challenges in Butuo County—the sharp decline in purebred genetic resources of the local black sheep, low industrialization of breeding, and underdeveloped trading and cold-chain logistics—the company is committed to exploring whole-industrial-chain development for black sheep. By focusing on genetic resource protection, establishing a breeding system, and building trading and cold-chain infrastructure, the company aims to strengthen and complement Butuo’s black sheep industry chain, and comprehensively build demonstration industries to provide bottom-line assistance and help increase people's income.

A02 “Harvest Together” — Xiaogang’s Electrified Agricultural Machinery Sharing Station Paints a New Picture of Bountiful Abundant Harvests

Food security is a national priority. Targeting the 247 hectares of fragmented plots in Xiaogang Village, known as “the first village of China’s rural reform,” the company built the country’s first Electrified Agricultural Machinery Sharing Station, established an Innovation R&D Studio for Electrified Agricultural Machinery, and implemented the “Five Personnel with Five Shared Actions” initiative to tackle the challenges. The company has developed and deployed over 30 types of electrified agricultural machinery across five categories, using electrified new quality productive forces to create a new vision of abundant harvests for Xiaogang Village.

A03 Green Power Town Drives "Chain-Reaction" Rural Vitalization

The rapid development of new energy has provided novel pathways for empowering rural vitalization. However, translating local natural resource endowments into industrial upgrading, public benefits, and enterprise support faces multiple challenges—including difficulties in allocation, absorption, and equitable distribution. The company established the nation’s first town-level "24/7 Green Power" new-type power system demonstration zone in Minning Town. This initiative spans the entire process of green power generation, transmission, distribution, and consumption, using green energy to drive a "chain-reaction" vitalization of the countryside.

A04 Focusing on Triple-Chain Integration for Industrial Development: Playing a Symphony of Prosperity in Rural Vitalization

Centering on the goal of "ecological beauty, industrial development, and public prosperity," the company has implemented a "triple-chain integration" assistance model: strengthening the foundational chain of industrial development, building an innovation chain for energy construction, and perfecting the income chain for public wealth. This transforms assistance work from negative acceptance to self-sufficiency, injecting powerful momentum into the economic and social development of Wushan County. It paints a vibrant picture of rural vitalization characterized by "thriving industries, prosperous farmers, and bustling villages."

A05 "Shared Electricians"—Building an Electric Service Community

With the implementation of the Comprehensive Rural Vitalization Plan, national requirements for rural electric services have heightened. However, post-meter electric services in villages face issues such as insufficient "local electrician" supply, non-standard service practices, and difficulties in identifying safety hazards. The company, in collaboration with local government, innovatively established a "Shared Electrician Alliance" through a "co-training and sharing" mechanism. This explores a demonstrative solution for rural primary-level governance, laying a solid foundation for rural vitalization.

A06 Hardware-Software Integration Strengthens Modern Agriculture's "Farming" Foundation: Making Every Inch of Land a Fertile Ground for Harvest

Food crop production strategy based on farmland management and the application of technology are key measures for ensuring China’s food security. As one of six national pilot cities for advancing high-standard farmland construction at the prefectural level, the company starts with infrastructure hardware upgrades and enhanced electric soft services. It vigorously promotes unmanned farms and digital-smart farmland construction, helping transform "patchwork plots" into "ton-grain fields," supporting Wuxi’s agricultural technological development. This effort contributes significantly to sustainable agricultural production and ecological protection.

A07 "Three Establishments and One Exploration" Paves the Way for Lancang’s Industrial Revitalization

Confronting the deep poverty in regions of the ethnic groups(that had not undergone democratic reforms and directly moved from primitive society or slave society through various social forms to socialist society after the founding of the PRC.) with weak local government finances, scarce talent, and poor industries, the company invested 1.35 billion yuan in paired assistance to Lancang County, Yunnan. Through an industrial assistance model of "three establishments and one exploration," it vigorously cultivates characteristic industries, supports local cooperatives and village collective economies, completely eliminating the "bottlenecks" in socioeconomic development in local areas. The solution has fundamentally resolved public prosperity issues, and drove targeted poverty alleviation and industrial revitalization.

A08 Smart Management of Rural Grids to Paint a New Vision for Happy Living and Thriving Industry

Beijing’s Shunyi District, hailed as "the granary of the capital’s suburbs" and home to the "nation’s primary gateway," serves as a vital platform for showcasing the image of a big country’s capital through its rural vitalization. The company built a smart rural grid, enabling convenient, low-carbon energy use in rural areas and helping promote agricultural brands with regional characteristics. Across Shunyi’s vast rural landscape, it depicts a new vision of rural vitalization empowered by electricity, enhanced by brands, and characterized by ecological livability.

A09 "Huadian Golden Sun" Creates a Demonstration for Rural Energy Industry Development

(Huadian Xinjiang Power Generation Co., Ltd.)

Facing challenges in assisted regions of southern Xinjiang—lagging secondary and tertiary industries, low village collective incomes, and weak "self-sufficiency" capacity—the company leverages green, low-carbon energy development as a key foundation and driver for rural vitalization. Utilizing the solar resource endowment of targeted assistance counties, it explores a new "PV-driven" assistance model, implementing the "Huadian Golden Sun" action project. This promotes the construction and popularization of distributed rural PV power stations, providing sustainable, stable income for village collectives.
