Rural Vitalization Roadshow of 2025 GoldenKey·Power Sector Special(Part II)

To effectively communicate the power sector's contributions to sustainable development and promote exemplary practices of power companies, the China Electricity Council (CEC), in collaboration with China Sustainability Tribune, launched the 2025 "Golden Key · Power Sector Special" campaign, calling for SDG solutions from electricity companies.

The 2025 "Golden Key · Power Sector Special" features four tracks: Rural Vitalization, Climate Action, Global Responsibility, and Innovative Transformation. Following preliminary evaluations, 80 solutions have been included into the roadshow round of the campaign. To further amplify the impact of these outstanding initiatives and guide all sectors of society in understanding, recognizing, and supporting the power sector, we here present the shortlisted entries to promote and highlight the exemplary practices.

Rural Vitalization

Innovative solutions focused on promoting the transformation and development of distinctive rural industries, extending industrial chains, enhancing value chains, and empowering the modernization of agriculture and rural areas.

A10 Electric "Shared Courts" Create a One-Stop Grassroots Pivot for Government-Enterprise-Legal Collaboration

(Hangzhou Power Supply Company of State Grid Zhejiang Electric Power Co., Ltd., Zhejiang Dayou Group Co., Ltd.) 
Hangzhou Power Supply Company uses the power company’s grassroots governance network as a carrier, and, under the premise of "no new staffing, no new construction," utilizes "one network cable, one screen" to extend judicial services in the power industry to the "last mile" of villages and communities. This achieves core functions such as dispute resolution, assistance in judicial execution, and legal education, creating a one-stop grassroots pivot in the power sector for "grassroots governance + multi-faceted dispute resolution + litigation services."

A11 "Industry + Brand" Umbrella of Prosperity: New Hope for Local Employment and Income Growth 

(Guangxi Guiguan Electric Power Co., Ltd.)

Due to karst topography in Dahua County, Guangxi, limited arable land led to labor outflow. Left-behind elderly and individuals with limited labor capacity, skills, or health issues could not seek employment elsewhere, lacking stable income sources. Since 2023, the company supported Nongzhibao Company in building production facilities in relocation settlements, creating the "Lin Guniang" brand with annual sales exceeding 6 million yuan. This initiative has benefited over 1,800 formerly impoverished and relocated households, generating cumulative sales of edible mushrooms worth 37.5 million yuan. It thus enabled stable local income growth for resettled communities.

A12 Solving the "Left-Behind" Challenge and Unleashing Rural Vigor Through Multi-Dimensional Rural Vitalization

(Jiangxi Branch of China Huaneng Group Co., Ltd.) 
Since 2022, the company implemented a "Industry Foundation + Education Care + Cultural Nourishment" approach in Yawu Village: 
Developing photovoltaic projects, homestays, and deep-processing of agricultural products to boost rural economies and household incomes.
Establishing "Guardian Homes" and "Children’s Harbors" with innovative "1+6" volunteer services to support left-behind children.
Initiating "Village History Compilation" and "Intangible Cultural Heritage Preservation" to foster intergenerational dialogue, strengthen local identity, and integrate cultural and educational revitalization.

A13 Lianyuan Rocky Desertification PV Project: Ecology-Industry Harmony Boosts Rural Vitalization

(China Datang Huayin Electric Power Co., Ltd.)

Addressing land barrenness and weak collective economies in Lianyuan’s rocky desertification areas, the company innovated in a "PV + Ecology + Industry" model. Centered on one of China’s first large-scale PV bases, the project built an industrial chain integrating "power generation + forage grass + black cattle breeding + tourism." It restored rocky desertification land, reducing emissions by 442,700 tons of CO₂ annually while improving ecology. Village collective income surged from 8,000 yuan to 659,000 yuan, earning recognition as a Hunan Provincial Rural Vitalization Demonstration Village—turning "barren mountains into invaluable assets."

A14 The "Three Gorges Solution" for Revolutionary Old Base Areas: Luotang Township’s "Revolutionary Culture + Digital Intelligence + Industry" New Vision

(China Three Gorges Renewables (Group) Co., Ltd.)

To advance development in the old revolutionary base, Luotang Township, the company leveraged its strengths to create a "Red Tourism + Digital Empowerment + Rural Vitalization" core strategy. The Three Gorges Feature Town project included digital upgrades for red tourism sites, smart village construction, clean energy development, specialty agriculture, and ecological remediation. This doubled scenic area and village collective incomes, enhanced governance efficiency through digitalization, and provided a vibrant model for high-quality development in old revolutionary base areas.

A15 "Four-Dimensional Empowerment" Activates New Momentum for Jianzha County’s Cultural Tourism Industry

(China Huaneng Group Co., Ltd.)

Addressing Jianzha County’s (Huangnan Prefecture, Qinghai) cultural tourism challenges—low brand recognition, lack of demonstration projects, scarce talent, and weak digital infrastructure—the company leveraged its resources to implement a "Four-Dimensional Empowerment" model(Brand Building, Demonstration Leadership,Talent Cultivation,Clean Energy). This comprehensive approach drives Jianzha’s cultural tourism development,fully building the "Lingxiu Jianzha" public cultural tourism brand.

A16 Innovation-Driven Empowerment Transforms Rural Characteristic Industries

(Hebei Electric Power Co., Ltd. of State Power Investment Corporation) 

To tackle deep poverty issues—debts, lack of collective industries, weak infrastructure, and outdated mindsets—the company adopted a "rural vitalization with Party Flag Flying High" model. Through integrated measures of Party building leadership, industrial stimulation, and cultural empowerment, the company built PV power stations and "PV + Agriculture" systems, developed specialty planting/livestock and "homestay+" economies, and strengthened village Party organizations. It also works to cultivate local talent, and advance rural civilization, igniting endogenous motivation for income increase from green power and industrial upgrading.

A17 Energy Cooperatives Integrate Small Farmers into the Broader Market

(Yangzhou Power Supply Branch of State Grid Jiangsu Electric Power Co., Ltd.) 

Due to ecological conservation policies for the Yangtze River and restrictions on farmland use, Yanjiang Village in Yizheng could not develop non-agricultural industries, leading to perennial fiscal deficits. While eager to pursue new energy industries, the village faced three major obstacles: low efficiency in integrating new energy resources, weak participation incentives among stakeholders, and potential risks to grid security. The company facilitated the establishment of China’s first rural new energy specialized cooperative in Yanjiang Village, creating three platforms for resource integration, benefit sharing, and grid-source collaboration to help small farmers integrate into the broader market.

A18 Green Foundations, Industrial Empowerment, and Livelihood Safeguards: A Multi-Dimensional Approach Paints a New Vision for Rural Vitalization

(Guangdong Energy Group Co., Ltd.)

To address the mismatch between investment costs and actual outcomes in traditional support models, the company has developed a comprehensive "trinity" initiative centered on green and beautiful ecological development. By revitalizing green industries as an engine, and supporting basic livelihoods as a link, the company  vigorously develops energy projects that benefit the public. This initiative continuously strengthens the security net for rural vitalization, forming a multi-dimensional support model of "green foundations, industrial empowerment, and livelihood safeguards" to create an "energy exemplar" for rural vitalization.
